Three-Party Agreement
on Mutual Professional Recognition
The Signatory Parties to this International Agreement, representing educational institutions, research organizations, technological corporations, and professional associations globally;
Striving to eliminate geographical and institutional barriers to the borderless mobility of highly skilled experts and technical talent;
Recognizing the critical necessity to formally validate and mutually recognize professional qualifications, credits, and competencies on an equal footing across international borders;
Have agreed as follows:
1. Object and Scope
1.1. The object of this Agreement is the establishment of a standardized framework for the cross-border mutual recognition of professional qualifications, non-academic degrees, and credit units.
1.2. This Agreement applies to qualifications and credit units verified and recorded within the international science and technology recognition framework.
2. Mutual Recognition of Credit Units
2.1. The Parties mutually pledge to accept and recognize international professional credits as a legitimate, unified, and measurable unit of competence.
2.2. Validated credits earned within the jurisdiction or organization of one signatory Party shall be accepted and accounted for by all other Parties for the purposes of employment, professional advancement, and qualification alignment.
2.3. The transfer of these credit units shall operate beyond geopolitical, national, or regional boundaries to ensure frictionless global talent mobility.
3. Equivalence and Alignment of Qualifications
3.1. The Parties establish institutional parity between verified professional qualifications and traditional academic achievements, provided that the professional outcomes can be objectively validated.
3.2. Standardized levels of professional status are mutually recognized under this Agreement, mapped continuously from foundational specialists up to executive leaders and principal experts.
4. Mutual Recognition of the Supreme Professional Title
4.1. The Parties fully recognize the supreme non-academic title of professional distinction established under this framework.
4.2. The Parties agree that this supreme professional title carries equal social, economic, and industrial weight to traditional academic doctoral degrees within parallel professional and industrial tracks.
4.3. Any individual holding this verified supreme title shall be granted the right to lead expert committees, conduct certified advanced programs, and act as a senior validator across all signatory organizations.
5. Institutional Infrastructure and Verification
5.1. A united international council for professional recognition serves as the supreme authority responsible for the oversight of this Agreement and the maintenance of the qualification matrix.
5.2. To eliminate fraud and ensure data integrity, all recognized degrees, qualifications, and credit units shall be recorded in an immutable distributed ledger, providing instantaneous, cross-border verification for all Parties.
6. Final Provisions
6.1. Open Accession: This Agreement is an open international instrument. Any technology enterprise, research institute, or educational body may formally accede to this Agreement by submitting a signed protocol to the central Secretariat.
6.2. Entry into Force: This Agreement enters into full effect immediately upon ratification by the founding entities.
6.3. Language: English stands as the official and authentic operational language of this Agreement.
