Declaration on the Responsible Governance of Artificial Intelligence
We, the participants of the Sci&Tech Meetup International Summit, united by a shared commitment to scientific progress, human dignity, and the common good, recognize that artificial intelligence represents one of the most transformative technologies in the history of civilization. Its unprecedented capabilities offer immense opportunities for innovation, prosperity, and human development. At the same time, they present profound ethical, legal, social, and security challenges that require urgent and coordinated international action.
Artificial intelligence is built upon the accumulated intellectual, scientific, cultural, and creative achievements of countless generations. As such, it must remain firmly anchored in the values that have guided human civilization: respect for human dignity, justice, responsibility, freedom, and the rule of law.
We are deeply concerned that the rapid development and deployment of increasingly autonomous Al systems are advancing faster than the establishment of internationally recognized ethical principles, legal safeguards, and professional standards. This growing imbalance risks undermining fundamental human rights, eroding privacy, enabling manipulation and discrimination, weakening public trust, and creating new threats to national and international security.
Technological capability alone cannot determine the future of humanity. Scientific progress must always be accompanied by moral responsibility and democratic accountability.
We therefore call upon the international community-including the United Nations, national governments, international organizations, the scientific and academic community, the technology industry, civil society, and the leaders of the world’s religious traditions to work together in developing a universally accepted framework for the governance of artificial intelligence.
Such a framework should be founded upon the following fundamental principles:
- the primacy of human dignity, human rights, and fundamental freedoms,
- meaningful human oversight and accountability for Al-enabled decisions affecting people’s lives;
- transparency, explainability, and responsibility in the design, deployment, and use of AI systems,
- robust protection of privacy, personal data, and intellectual property,
- prevention of the malicious, irresponsible, or unlawful use of artificial intelligence;
- internationally coordinated standards for Al safety, security, and risk management;
- equitable access to the benefits of artificial intelligence while preventing technological inequality and exclusion;
- the commitment that artificial intelligence shall always remain a tool serving humanity, never replacing humanity’s moral judgment or responsibility.
We believe that the governance of artificial intelligence cannot be entrusted solely to governments or technology companies. It requires the collective wisdom and shared responsibility of the global community, bringing together policymakers, scientists, educators, industry leaders, ethicists, legal experts, representatives of civil society, and the world’s religious and cultural traditions.
The future of artificial intelligence is inseparable from the future of humanity. Decisions taken today will shape the lives, freedoms, and security of generations to come.
Through this Declaration, we call upon all nations and stakeholders to begin a new era of international cooperation aimed at ensuring that artificial intelligence develops in accordance with the highest ethical standards, strengthens peace and human flourishing, protects fundamental rights, and remains forever accountable to the values that define our shared humanity.
